Cost per use functionality is "hidden" on the Platforms page under the dollar sign in the upper right corner (see screenshot below). However, it is only a very basic module, where you have to add costs manually and it only calculates cost-per-use at the platform level, so you cannot add costs of individual journals or collections. The other option is to use CELUS - ConsortiaManager integration (assuming you are a Consortia Manager customer). If so, you can then take a deeper look at CPU in Consortia Manager interface, to which CELUS supplies the usage stats.
